He still could have been a privateer! Privateers were basically just pirates hired by a navy to do their dirty work. :D
My city was famous for being a major hub for privateers, and we have lots of songs and plaques detailing their shady and nasty exploits.
I’m pretty sure this is exactly what he was… since wasn’t he subordinate to the Condesce in some way?
